The Brief

HelpAge International asked the Research Base to provide a situation analysis of care and ageing South East Asia. Fourteen countries were included within the study: Brunei, Cambodia, China, East Timor, Indonesia, Japan, Korea, Laos, Myanmar, Malaysia, Philippines, Singapore, Thailand and Vietnam. The objectives of the situational analysis were twofold:

     •     To identify recommended terminology related to old age care based on the most commonly used terms across the region.

     •     To evaluate the current status of care provision for the fourteen countries under consideration taking into account demographic, social and economic factors.

Project Approach

The project was conducted by means of a comprehensive literature review and analysis of original data sources. At the inception phase, the methodology for the comprehensive literature review was established including defining search terms and strings, and determining the criteria for inclusion of sources according to type, quality, date and relevance of publication. Analysis of original data was drawn from leading international organisations, including the United Nations, World Health Organisation and the World Bank. Data was analysed across these sources in order to map care services and gaps in provision across the region.

Impact

The project was used by HelpAge International to develop its strategy to support the delivery of old age care in region. This included a short follow-up report that presented the findings from both the original  situational analysis and a further evaluation undertaken by HelpAge International for an international  audience of policy makers, donors and development partners.
